Mr. Chen was the Founding Chairman of the Hong Kong Music Exchange Programme Foundation Company Limited between November 2006 and October 2010.  Since November 2010, he has been serving as the Honorary Chairman of the Hong Kong Music Exchange Programme Foundation Company Limited. He also serves as the Permanent Director & Honorary Chairman of the Hong Kong Corrugated Manufacturers Association Limited.

Mr. Chen is actively involved in community services. He has been the Honorary President of Scout Association of Hong Kong Island East since 1976. He was the Executive Committee and Assistant Treasurer of Sham Shui Po Kai Fong Welfare Advancement Association from 1974 to 1981.
